JBR and Bluewaters hotels and restaurants

A researched guide to the beachfront hotels of Jumeirah Beach Residence and the two hotels on Bluewaters Island, including the dead Caesars names and the area’s single Michelin distinction.

Researched guide

Nobody at Luxury Verdict has stayed at the properties on this page. Everything here is drawn from operator and brand disclosures and, for restaurants, from the 2025 MICHELIN Guide Dubai selection, which is the edition in force. The next ceremony is 6 October 2026 and we will re-check every distinction after it. We publish no scores and we reproduce nobody else's ratings.

01

Two places, not one
JBR is a strip; Bluewaters is an island

Jumeirah Beach Residence is the beachfront residential-and-retail strip that sits seaward of Dubai Marina, with The Walk and The Beach running along its base. It is the part of this corner of Dubai that people actually picture when they picture Dubai: sand, a promenade of shops and restaurants, towers behind, and a straightforward walk between all three. Unlike the Marina, the water in front of you is the Gulf.

Bluewaters is a separate artificial island a short distance offshore, reached by a road bridge and a pedestrian link, and dominated by the Ain Dubai observation wheel. It is much smaller, much quieter and much more deliberately composed than JBR, with a boardwalk, a small cluster of restaurants and residences filling most of its footprint. You can walk between the two, which is the reason to consider them as one decision rather than two.

The structural fact worth knowing before you book anything on the island: **Bluewaters has exactly two hotels.** Everything else there is residences or serviced apartments. Both Caesars properties are gone — Caesars Palace Bluewaters Dubai became Banyan Tree Dubai, and Caesars Resort Bluewaters Dubai was replaced by Delano Dubai. A great many guides and listings still show the Caesars names, and some still sell rooms under them. If you see either name, the listing has not been updated since 2023.

02

Who should base themselves here
And who should not

JBR suits people who came for the beach and want the beach to be the default, not an excursion. It suits families particularly well: the sand, the promenade, the restaurants and the shops are all within a short walk of each other, and children can be entertained without a car being involved. It also suits first-time visitors, because the setting matches expectations and the logistics are forgiving.

Bluewaters suits a narrower and calmer traveller. It is for people who want the beach and the walkability but not the crowds of The Walk, and who are comfortable with a small dining scene and a slightly detached feeling. Couples and wellness-minded travellers do well there. Anyone who wants to step out of the lobby into a busy street will find it flat by comparison.

Neither suits someone whose priority is a starred dinner. As the dining section sets out, there is no Michelin-starred restaurant in JBR or on Bluewaters. Neither suits a trip built around Old Dubai either; you are at the far southern end of the city’s hotel belt, and any journey time quoted anywhere should be treated as an estimate rather than something measured.

03

The JBR beachfront hotels
An old low-rise, a record-holding tower, and a solid third

JBR’s luxury hotels sit along Al Mamsha Street, behind the beach. The choice is unusually clear-cut here, because the three properties are genuinely different animals rather than variations on a theme.

The Ritz-Carlton, Dubai

A low-rise garden resort on Al Mamsha Street, opened in 1998 with 294 keys — 193 rooms, 60 Club rooms and 41 suites — under Marriott. It is the oldest luxury hotel on the strip and the only low-rise one in a district otherwise made of towers, which is precisely its argument: gardens, horizontal space and no lift to the pool. It suits travellers who want a traditional resort and are unbothered by a hotel of this vintage. It suits anyone chasing height, views or contemporary design poorly.

Address Beach Resort

A 182-key hotel inside twin 77-storey towers, opened in February 2021 by Emaar, and holder of the world’s highest outdoor infinity pool on level 77. The pool is the reason people book, and it is a genuine spectacle rather than a marketing line. A small hotel inside a very large building means a calmer guest floor than the headline suggests. It suits couples and view-seekers; it suits families with small children less well, and anyone uneasy at height should look at the Ritz-Carlton instead.

Le Royal Méridien Beach Resort & Spa

A Marriott beach resort on Al Mamsha Street, home to Indya by Vineet and Maya by Chef Richard Sandoval; room count and opening year are not confirmed on our side. We include it as a solid beachfront option rather than a headline one — it is the least distinctive of the three on paper, and we have nothing verified to make a stronger case. Its argument is the restaurants: staying here puts the area’s only Michelin-distinguished kitchen downstairs. Book it for dining and beach access, not for a statement stay.

04

The two hotels on Bluewaters
Both were something else recently

Bluewaters’ hotel offering is small, recent and entirely rebranded. Both properties occupy space that carried the Caesars name until the 2020s, and both have been repositioned rather than simply renamed. That matters for a practical reason: reviews written before the changeovers describe different hotels, different restaurants and different service, and should not be read as current.

Banyan Tree Dubai

Around 209 keys — 179 rooms plus 30 suites — with 96 residences, on Bluewaters, now under Ennismore/Accor. It opened in 2018 as Caesars Palace Bluewaters Dubai and was rebranded Banyan Tree on 13 November 2023. The proposition is wellness-led, with a Banyan Tree Spa and a 500 m beach, and it suits travellers who want treatments and quiet to be the structure of the trip. It suits anyone looking for nightlife or a party atmosphere badly, and pre-2024 reviews describe a different hotel entirely.

Delano Dubai

Two hundred and fifty-one keys — 167 rooms plus 84 suites — with a five-bedroom penthouse, on Bluewaters, Ennismore/Accor. It opened in October/November 2024 on the site of the former Caesars Resort Bluewaters Dubai, and is the Miami design brand’s regional debut, with a 250 m private beach. It suits design-conscious adults and couples who want the newest room on the island and a hotel with a distinct point of view. It suits families and traditionalists less well, and as the brand’s first property here it is unproven locally.

05

Dining across JBR and Bluewaters
One Bib Gourmand, no stars, and two listings to correct

Start with the useful negative, because it should shape where you base yourself: **no Michelin-starred restaurant sits in JBR or on Bluewaters.** If a starred dinner is central to your trip, you will be travelling out — Dubai Marina has Row on 45, and other districts hold their own. Staying here is a decision to prioritise beach and walkability over decorated kitchens, and that is a perfectly defensible trade as long as you make it knowingly.

The area’s single Michelin distinction is a Bib Gourmand. **Indya by Vineet**, at Le Royal Méridien Beach Resort & Spa in JBR, holds a Bib in the 2025 Michelin Guide Dubai selection — the edition in force, with the next ceremony on 6 October 2026. Chef Vineet Bhatia’s Indian cooking is the strongest value proposition in either area on the guide’s own terms. In the same hotel, **Maya by Chef Richard Sandoval** serves Mexican with no Michelin distinction, and closes on Mondays, which catches people out.

Several restaurants here are listed in the 2025 selection without a star or a Bib, which is worth booking for but not worth misreporting. On Bluewaters, **Demon Duck by Alvin Leung** at Banyan Tree Dubai is listed and undecorated, serving contemporary Chinese and pan-Asian, open daily 18:00 to 00:00. **The Spaniel**, a British brasserie at The Wharf on Bluewaters, is listed with no star and no Bib. **TakaHisa** at Banyan Tree is a Michelin-listed Japanese omakase, open 12:00 to 02:00. **Alici**, on the Bluewaters Boardwalk, serves Amalfi seafood with no Michelin distinction we can confirm. In JBR, **Splendido** at The Ritz-Carlton is Italian, also undistinguished by the guide.

Two corrections. **Mott 32** is routinely and wrongly listed as being in DIFC; the Dubai outpost is at Address Beach Resort in JBR, and if you have booked on the assumption of a DIFC address you are going to the wrong side of the city. And **Hell’s Kitchen by Gordon Ramsay**, at the former Caesars Palace Bluewaters, is permanently closed — the space was reworked after the Banyan Tree rebrand. Many listings still show it as open, which makes it one of the most common wasted journeys on the island.

06

Practicalities
Moving between the two, and when to come

The pairing works because the link is easy. Bluewaters is reached from the JBR side by a road bridge and a pedestrian link, so a stay on either can draw on the other’s restaurants without a proper journey. The tram serves JBR and connects the strip with Dubai Marina and Mina Seyahi, which is the least painful way to reach the Marina’s dining. Any travel time you see quoted for the airport or Downtown should be read as an estimate; we have not measured it, and Dubai traffic varies enough to make single figures misleading.

Season matters more here than in the Marina, because the entire proposition is outdoors. From roughly November to March the beach, The Walk, The Beach and the Bluewaters boardwalk are all comfortable, and the district is at its best. In high summer the beach becomes a short, early-morning proposition and the pools carry the day, which flattens the difference between these hotels and any other resort in the city.

This is a researched guide. No Luxury Verdict writer has stayed at any of these properties, and nothing here is drawn from a visit. Hotel facts come from operator and brand disclosures, restaurant distinctions from the 2025 Michelin Guide Dubai selection, and anything we could not confirm is listed below rather than smoothed over.

07

What we have not
been able to verify.

We publish our gaps rather than papering over them. Everything below is something we could not confirm from a primary source at the time of writing, and none of it has been filled in with an estimate.

  • Le Royal Méridien Beach Resort & Spa room count and opening year are not verified.
  • Banyan Tree Dubai's key count is given as approximate (around 209: 179 rooms plus 30 suites).
  • Delano Dubai's opening is recorded as October/November 2024; the precise date is not confirmed.
  • Alici has no Michelin distinction we can confirm in the 2025 selection.
  • Le Royal Méridien is included as an editorial judgement call, presented as a solid beachfront option rather than a headline one.
  • Evidence label: Researched guide. No Luxury Verdict writer has stayed at any property on this page.

Several hotel groups block automated access to their own websites, which is why a number of room counts and opening years sit in that list. Where a figure matters to your decision, ask the property directly. Our review methodology explains how we label evidence.

08

Questions we are
asked about this district.

How many hotels are on Bluewaters Island?

Exactly two: Banyan Tree Dubai and Delano Dubai. Everything else on the island is residences or serviced apartments. Both Caesars properties are gone — Caesars Palace became Banyan Tree in November 2023, and Caesars Resort was replaced by Delano in late 2024. Listings still showing Caesars names are out of date.

Is there a Michelin-starred restaurant in JBR or on Bluewaters?

No. Neither area has a starred restaurant in the 2025 Michelin Guide Dubai selection. The only distinction is a Bib Gourmand, held by Indya by Vineet at Le Royal Méridien Beach Resort & Spa. Several others, including Demon Duck, The Spaniel and TakaHisa, are listed without a star or Bib.

Where is Mott 32 in Dubai?

At Address Beach Resort in JBR. It is frequently and wrongly listed as being in DIFC, including by aggregators. If you have planned around a DIFC address, correct it before you set out — JBR is at the opposite end of the city's hotel belt.

Is Hell's Kitchen by Gordon Ramsay still open on Bluewaters?

No. It is permanently closed. The space at the former Caesars Palace Bluewaters was reworked after the property became Banyan Tree Dubai. Many listings still show it as operating, which makes it a common wasted trip. Demon Duck by Alvin Leung and TakaHisa now sit within that hotel.

JBR or Bluewaters — which should I choose?

JBR if you want the busier, more conventional Dubai beach holiday: sand, The Walk, The Beach, plenty of restaurants and easy family logistics. Bluewaters if you want the same beach access with far less noise, accepting a small dining scene. The two are linked by a road bridge and a pedestrian route.

Which JBR hotel is not a tower?

The Ritz-Carlton, Dubai. It is a low-rise garden resort on Al Mamsha Street, opened in 1998 with 294 keys, and it is the oldest luxury hotel on the strip. In a district otherwise built vertically, it is the choice for travellers who want gardens and horizontal space rather than a high floor and a view.
